L’Etat et les Villes concernées par le projet PAV envisagent un centre culturel multidisciplinaire de 6’000m2 dans le socle d’une des futures tours de 175 m prévues à place de l’Etoile. Les questions de programme, de gouvernance et de financement étaient au cœur de l’étude. urbz a mené des entretiens avec une quarantaine d’acteurs culturels en Suisse Romande et au-delà ; étudié le fonctionnement d’une vingtaine de centres culturels de par le monde, organisé deux workshops participatifs avec 60 acteurs culturels et professionnels, produit 3 scénarios d’usage ; et proposé un programme pour une infrastructure intégrée à l’espace public.

The State and the cities involved in the PAV project are planning a 6,000m2 multidisciplinary cultural centre in the base of one of the future 175m towers planned for Place de l'Etoile. Questions of programme, governance and financing were at the heart of the study. urbz conducted interviews with over forty cultural players in French-speaking Switzerland and beyond; studied the operation of some twenty cultural centres around the world; organised two participatory workshops with 60 cultural and professional players; produced 3 usage scenarios; and proposed a programme for an infrastructure integrated into the public space.
