Mumbai’s kinetic exhaustion

Quite a few architects and urban designers have cracked their heads on the urban phenomenon that Mumbai represents. What kind of logic keeps this big, bad city running despite all odds? How exactly does its urban fabric reflect the extreme disparities that have become inexorably attached to the city’s image? What does the mutation of colonial Bombay into global Mumbai mean for architectural forms and public life?

Rahul Mehrotra’s static vs. kinetic city story is one of the most compelling attempts at providing a general understanding of the dynamics and tensions at work in the making and perpetuating of Mumbai’s urbanism. According to him, the static is the official city of built forms, framed by monumental structures, birthed and nourished by broadly premodernist and modernist impulses. Sharing space, often unacknowledged and even unseen, but nevertheless very much present and active is the kinetic city, energized by the impulse of everyday human presence and activity, spilling over streets and public spaces, composed of transactions and the bazaar ethos, especially by resource and capital deprived inhabitants.

He accurately points out that Mumbai’s history and future are unimaginable without the dense trading culture and human interactions that spill in and out of its bustling streets and worn out habitats. Likewise, his critique of rigid notions of architectural heritage and urban futures that defend built space over lived space, is spot on. Anybody who comes to Mumbai and connects with its incredible street life, wrapped around and between its mongrelized Gothic colonial or post-colonial structures can immediately connect to the ideal types of the static and the kinetic city.

Mehrotra goes on to elaborate why Mumbai is essentially a kinetic city which cannot be tamed or reigned in by the static city. He does not fully buy into the standard dichotomization of the city into formal and informal sectors, which can mistakenly be overlapped onto his static-kinetic concepts. Instead, his perspective transforms public architecture into a sophisticated set of practices that involve a layered understanding of architectural heritage. He attributes a more creative role to intangible moments of public life like festivals and street economies. The transformation of the Kala Ghoda art district in Mumbai is a successful tribute to his framework.  It is to his credit as an architect that he uses imagination and a sense of history to co-produce a public project of this nature without investing in another expensive monument to celebrate existing ones.

Sadly, the concept of the kinetic city is threatened by the malaise of over-interpretation. Sometimes instigated by Mehrotra’s own hurried words. For example, it is easy to misread his observations that all structures of the kinetic city are made of temporary and recycled materials or that their limited but productive lifespan is connected to makeshift building techniques. This encourages a tendency to misunderstand some neighbourhoods in Mumbai as being disposable because of a surface reading of their dynamics. They seem to resemble the structures that Mehrotra is describing. We think that it would probably be wise not to let Mehrotra’s slippery concept slide over the blurry boundaries of South Mumbai, to become a guiding principle to understand habitats such as Mumbai’s so-called slums.

Paraisopolis-Dharavi News Update

We are on a backlog of news from Sao Paulo. Here is a nice video by the collective LiveinSlums (Milan/Nairobi) summing up the Sao Paulo Calling event in Paraisopolis, which we are part of. It is in Portuguese, Spanish and English with Italian subtitles! This pretty much covers more than a decent amount of the world from where people got involved in the project. Milan, Sao Paulo, Mumbai and other cities dialogued with each other, with the favelas of Sao Paulo being the focus and point of inspiration. What is heartening is that the connections we evoke between our work in Dharavi, Mumbai and Paraisopolis, Sao Paulo seem to have became a distinct new arc in this multi-city story. It was picked up and presented as an article published in BBC Brasil about what Mumbai could learn from Sao Paulo. It mentions our project for a Paraisopolis-Dharavi Institute of Urbanology next year. This institute began as a speculative exercise, a piece of fiction. For us, fiction is all about creative possibilities that are waiting to happen. It propels us into making new realities and conjuring them up is only the first step towards their actual realization. The Institute is tentatively visualized as a program in which urban practitioners of all kinds – architects, planners, activists and artists among others – from all over the world, come and learn from the residents, local builders, contractors and others from the neighbourhood of Paraisopolis. They learn about construction techniques, local architecture and several other aspects of urban life which are of relevance to people all over the world. Look out for future updates on this page.

Tale of two Villages

We have for long opposed the reality of the city to that of the village. However, my observations in Dharavi, a large unplanned neighbourhood in the centre of Mumbai, which is the most populated city in the world, tell me that they have more in common than is commonly acknowledged. This article describes the curious similarities between the small Italian village I come from and Dharavi.

The village in question is Buscoldo, in the north of Italy close to Mantova. The population is roughly 2500, while the population of Dharavi is estimated at 700,000. In spite of these stark differences in number, the two places share common trajectories of incremental development and organizational patterns.

Moreover, Dharavi is itself a collection of smaller neighbourhoods, which typically fiercely resist being amalgamated into each other.

The oldest part of Dharavi, Koliwada, was founded by a tribal fishing community, the Kolis. They settled there before the Portuguese and British arrived in Mumbai. My village is traditionally connected with agriculture. Historically, it was also a strategic military base.

In Dharavi, people notoriously created their habitat without any specific help or planning from the government. They used their know how to develop the place in response to their needs. This appears clearly when you walk through the neighborhood. Houses are really close to each other, the street is a market place and space for social interactions. Houses typically have a shop or workshop at the ground floor and the neighbourhood feels extremely dense in terms of structures and population.

In my village, we can also observe unplanned areas with the same features where the same kind of dynamics take place every day, or at least on specific days of the week. Unfortunately this reality is dying because of globalization forces (big AC supermarkets) that cuts-off local activities. So the risk, we are going to face, is that any village will become just a dormitory, where the work space and the living space will be totally split and the community and social relations will be cancelled.

But if we stop our sight on one of these houses which forms the oldest part of my village, we can notice that some of them are still “tool-houses”, even if they do not hold the same importance as before. According to URBZ (Matias Echanove and Rahul Srivastava), the“tool-house” is a place where the actions of living and working are not neatly divided, where every single nook and corner becomes an extension of the trade of its inhabitants.

This kind of bottom-up development has been the core of the economic Italian system from 50 years ago, but now is going to disappear in this post-industrial-crisis era. In Dharavi this is not happening, so should we imagine that this kind of vernacular model will take place again and will be able to generate a new development in European society?

POPULATION DENSITY

Unfortunately the population density in my village is not reflected anymore in the density of homes, because the economic system and the needs of society needs have changed. Also if we consider what happened in Dharavi, we can notice that the local economy is still strong.  Besides, the community still remains important. This is unlike what is happening in my village, where this kind of local and “self-supported” economy is losing is strength and in some ways this impacts the sense of community as well.

MILL IN-FORMATION

mill-ex-molinoIn my village there was a big mill (photo on the right), which produced flour from grain and maize. It was a big structure, which stopped production during the 80s. The building remained empty for almost 20 years. It was in the beginning of 2000 that it was transformed into an apartment building block. Instead of demolishing this old structure the local contractor decided to keep it safe and re-use it in a different way. This was a small gesture of generating a new shape by an incremental-improvement process. Something that characterizes Dharavi a lot, since it is a neighborhood constantly in-formation, where every family creates and evolves their own house, bit by bit.

Finally it is important to think about the process of urbanization itself that connects Dharavi to my village. In both cases there were not too many regulations and laws and rules, historically that interfered with the ability of Buscoldo or other Italian towns to reinvent and reproduce themselves. In fact, I think this is the main feature which combines these two apparently very different realities. Though of course today this ability to reinvent our town or villages is strictly constrained by urban planning rules.
